Health Center Grantee Funding Update from HRSA

Under the Consolidated Appropriations Act signed on Friday, March 23, the Health Center Program received a final appropriation for FY 2018.  All health center grantees are currently receiving monthly funding through Saturday, June 30. HRSA will begin awarding the balance of funds by Saturday, June 30.

Health Center Program Statutory Change: Direct Employment of Health Center CEO/Project Director

HRSA continues to assess changes made by the Bipartisan Budget Act of 2018 to section 330 of the Public Health Service Act. The law now requires a health center to directly employ its Chief Executive Officer (CEO)/Project Director (Section 330 (k)(3)(H)(ii)). HRSA anticipates releasing an updated Compliance Manual and compliance-related tools (i.e., Site Visit Protocol, Conditions Library) to align with statutory changes by July 2018. HRSA will begin assessing compliance with this new requirement through fiscal year (FY) 2019 Service Area Competition applications and operational site visits occurring after release of the updated Compliance Manual.

HRSA encourages all health centers that do not directly employ their CEO/Project Director to begin any necessary changes in employment arrangements in accordance with this statutory requirement.

Health Center Site Visits and HRSA’s Diabetes Quality Improvement Initiative

As a part of the HRSA Health Center Program Diabetes Quality Improvement Initiative and consistent with the Site Visit Protocol, operational site visits in 2018 will include a review of the Uniform Data System (UDS) diabetes measure and action planning using root cause analysis. Health centers will identify three actions to improve or sustain their performance on the measure and input the action plan in the HRSA Electronic Handbooks (EHBs). Subsequent to the site visit, Project Officers will monitor health centers’ progress in implementing their action plans. Make sure your health center registers for Action Plan privileges in the EHBs. New Safety Net Dental Clinic Manual

HRSA’s National Maternal and Child Oral Health Resource Center has released the 2nd edition of their Safety Net Dental Clinic Manual. Developed by a team of experts, it aims to help safety net dental clinic directors, administrators, and others address a wide range of issues related to clinic development and operations, and others including:

  • Essential Elements
  • Facilities and Staffing
  • Finances
  • Administrative Operations
  • Quality Management
  • Clinical Operations

The manual also includes supply lists, floor plans, photographs, budget worksheets, quality-improvement plans, fact sheets, websites, and additional oral health resources.
