John Ruiz, co-founder of FQHC Associates and Independent Consultant
John Ruiz has more than twenty years of experience working with health centers and the FQHC industry. Starting in 1992, he served as Finance Director of the Jose. S. Belaval Community Health Center in San Juan, Puerto Rico, which is where he first became familiar with FQHCs and the Health Center program. In time, he was contracted by HRSA to conduct numerous Primary Care Effectiveness (PCER) Reviews for the HRSA Bureau of Primary Health Care (BPHC) and The HIV/Aids Bureau.
In 1996, John was recruited by the National Association of Community Health Centers (NACHC), where he spent the next fifteen years of his career. Hired as a Health Systems Specialist, his tenure would include numerous responsibilities, including Assistant Director of Systems Development and Policy Administration, Director of Health Systems, and Director of Special Populations. During his time at NACHC, John’s principal responsibilities included preparation and management of the NACHC $6.5 million HRSA training and technical assistance grant for Community Health Centers.
Today, John has a reputation as a trusted advisor to health center leaders across the country. He is a recognized expert in diverse areas including HRSA grants and program requirements, Community Health Center development and operations, Patient Centered Medical Homes (PCMH), Special Populations Programs (Farmworker and Migrant Health, Healthcare for the Homeless), UDS reporting, FTCA, 340B drug pricing, and board development. John has worked closely with HRSA/BPHC staff and other federal officials and healthcare leaders on operational, program, and policy issues affecting health centers and federal oversight, including staffing various NACHC committees.
In 2011, John left NACHC and co-founded FQHC Associates. Since then, John has put his years of experience to work for clients ranging from FQHCs, to hospital systems and health plans.
